Capture Strategy & Positioning

Turn strategy into action and action into strategy
Growth, capture, and operations support
Schedule a ConsultationDOE and NNSA contracting is among the most complex in federal acquisition. The programs are massive, the compliance layered, and the relationships that decide who wins are built over decades. The same holds across the commercial defense and energy sectors.
Most firms entering this space hit the same wall: no institutional memory. They can read RFPs and build teams, but they can't read the room. They don't know which program offices are consolidating, which incumbents are vulnerable, or what the customer values beyond the solicitation.
That gap shows up in lost bids, mispositioned proposals, and BD spend that never converts.
EVA turns growth interest into a real pipeline, connecting strategy, opportunities, positioning, and pursuit execution across the DOE, national security, and energy sectors.
It works with primes, subcontractors, small businesses, and tribal enterprises across the DOE, NNSA, and the broader nuclear security and energy enterprise, from established primes expanding their portfolios to new entrants making their first move.
Its founder didn't study this market from the outside. She operated inside it for three decades, managing environmental programs, leading infrastructure projects at Y-12, overseeing international defense treaties, and building workforce models from the ground up. EVA brings that knowledge straight to its clients.

Eva Irwin
Founder, Elevated Vision Advantage
Eva Irwin spent three decades inside the U.S. nuclear security enterprise, across environmental management, infrastructure operations, workforce transformation, treaty coordination, and business development.
Her career spans Lockheed Martin, Babcock & Wilcox, Consolidated Nuclear Security, and Bechtel, including roles at Y-12 from frontline environmental compliance to senior directorship. She represented U.S. nuclear security interests in the U.K. under the US–UK Mutual Defense Agreement and served on the project team for the Uranium Processing Facility, one of the enterprise's largest construction programs.
In 2025, she founded Elevated Vision Advantage to bring that depth directly to organizations navigating the federal and commercial landscape, as a partner, not a vendor.

Primes, subcontractors, small businesses, tribal enterprises, and mission-focused organizations across the DOE, NNSA, and the broader nuclear security enterprise, plus commercial firms in defense and energy. That includes established primes, mid-tier firms, and new entrants.
Most consulting firms study the federal market from the outside. That institutional depth can't be replicated by market research.
